Making TV Scan Lines
1. Open a new document with the background set to transparent.


2. Zoom your window to about 600% and grab the rectangle selection tool. Now create a 1 pixel tall rectangle and fill it with black.


3. Now take the selection tool and create a rectangle selection that leaves 1 pixel empty above the black rectangle and rests along it's other edges.


4. Now go to Edit/Define pattern. You can choose a name for it, TV Scan Lines if you want.

5. Now just choose any image you want and create a new layer and place that layer above your image. Now go to Edit/Fill and choose your newly created pattern and fill the layer.
